Winona Lake freezes in most winters. The timelapse rig on this site caught the whole surface locked up at sunrise on January 30, 2025, and that frame appears in the seasons article as the winter view. A frozen lake in the middle of a town invites people onto it, which is why the Indiana DNR publishes ice guidance and why the guidance opens with a warning rather than a number.
The short version. The Indiana DNR's ice fishing safety page asks for at least four inches of clear ice before walking out to fish, and tells you to drill your own test hole rather than trust anyone else's. Its summary line is "When in doubt, don't go out." Thickness on this lake is not uniform, and the places most likely to be thin are the places closest to shore, docks, and moving water.
The DNR's numbers, and what they assume
Indiana's published thresholds are for clear ice, the kind the DNR describes as looking like what comes out of a freezer:
- Four inches: ice fishing on foot.
- Five inches: a snowmobile.
- Eight inches: a car or light truck.
- Ten inches: a medium-weight truck.
Two conditions ride along with those numbers. The first is that you measured it yourself, near shore, with an auger or a spud bar, and kept measuring as you moved out. The second is that the ice is clear. White or opaque ice is refrozen slush and snow with air in it, and it does not carry the same load as clear ice of the same thickness. The DNR calls out old honeycombed ice, slush ice, and ice with current under it as dangerous regardless of what a tape measure says, and it adds a specific warning that thick ice is rotten after rain.
One reading does not describe this lake
The DNR's own framing is that one area of a waterbody may be a foot thick while another spot is an inch. On Winona Lake there are several predictable reasons for that.
Moving water. The inlet ditches flow in and Eagle Creek flows out, and current keeps ice thin over and near those channels. The watershed article maps where the inlets arrive, which is the same as a map of where not to walk. After a thaw or a heavy rain, those inflows carry warmer water and more of it.
Wind and waterfowl. The DNR lists wind and waterfowl among the things that keep patches of ice thin. Geese and ducks that hold open water through a cold snap are doing exactly that, and open water at the edge of a sheet weakens the ice around it.
Depth changes. The lake's basin goes from a few feet to a few dozen quickly along some flanks. Ice over the shallow arm and ice over the deep hole do not form or decay on the same schedule.
Aerators, and the ice that is thin on purpose
A residential lake has a hazard that a state reservoir does not. Shoreline aerators are run to keep water open near docks and boat lifts, and Indiana regulates them precisely because of what they do to the ice.
Under 312 IAC 11-3-1.2, an aerator on a public freshwater lake operates under a general license only if it runs March through October, keeps its effects within 150 feet of the shoreline and inside the operator's own riparian zone, and, for the month of March, has a posted sign reading "beware thin ice" in black lettering with the standard thin-ice symbol on a reflective yellow background. The rule exists because the open water an aerator maintains is invisible from a distance and lethal at close range.
Practically, this means the near-shore band in front of docks is the worst place to test ice and the worst place to cross. Give running aerators a wide berth, and treat any posted thin-ice sign as describing a larger area than the sign itself.
What cold water does in the first minutes
Falling through is a physiological problem before it is a swimming problem. The most widely circulated summary is the 1-10-1 principle, popularized by cold-water physiologist Gordon Giesbrecht and promoted by the Canadian Safe Boating Council: roughly one minute of cold shock, in which an involuntary gasp and hyperventilation are the immediate danger, then roughly ten minutes of useful movement before hands, arms, and legs stop working well enough to self-rescue, then a longer window before hypothermia itself becomes fatal.
Those are averages presented as a memory aid, and they get criticized for reading as promises. The National Center for Cold Water Safety argues the tidy version is contradicted by Giesbrecht's own published work, which describes cold shock as capable of killing within seconds to two minutes and cold incapacitation as setting in anywhere from two to thirty minutes. Both accounts point the same direction: the useful time is short, and it is shorter than most people assume.
That is why the DNR's ice guidance recommends a life jacket, listing it for warmth as well as flotation. It keeps your head above water through the gasp reflex, during the exact minute you cannot control your breathing. Ice picks worn on a cord, a length of rope, and a companion on shore with a phone are the rest of the kit.
The rules that apply once you are out there

Ice fishing rules, checked September 2, 2026. Per the Indiana fishing regulations: holes cut for ice fishing cannot be more than 12 inches in diameter; tip-ups must carry the user's name and address or DNR Customer ID number and must stay in constant sight of the person using them; ice shanties and portable shelters must show the owner's name and address or DNR Customer ID in 3-inch block letters on the outside of the door; between sunset and sunrise, a shelter must carry at least one red reflector or a 3-inch by 3-inch reflector strip on each side; shelters must be removed from public waters before ice-out, and if used before January 1 or after February 15, all structures must be removed daily. A fishing license is required the same as in open water. Confirm current rules in the DNR fishing guide before the season, since these change.
The 12-inch limit and the reflector rule are both about the same thing, which is that an ice sheet is shared with people who cannot see what you left on it. Snowmobiles run at night, and a dark shanty or an open hole is a hazard to them.
What the lake is doing underneath
Ice cover changes the lake as well as the recreation. Under a sealed surface the water stops exchanging gas with the atmosphere, and dissolved oxygen becomes a budget that only gets spent. Deep water in this lake is already low in oxygen by late summer, and the winter version of the same problem is covered in the seasonal cycle article. Snow on top of ice cuts the light that would otherwise let algae under the ice put oxygen back.
This is also the quietest stretch of the monitoring year. Beach sampling is a summer program, so the live water quality sources that answer questions in July have less to say in January.
Before you step out
- Drill your own hole near shore, and keep testing as you move. Four inches of clear ice is the minimum for walking out.
- Stay off the inlets and the outlet. Current thins ice from below, and the thinning is invisible.
- Treat aerated water near docks as open water whether or not a sign is posted.
- Wear a life jacket, carry ice picks and rope, and go with someone.
- Skip it after rain or a thaw. Thickness measured before a warm spell does not carry over.
- Check the forecast, not just the temperature. The current conditions on Lake Today and the hourly detail at weather.winonalake.org both matter for wind and thaw.
